§ Mr. Craigenasked the Secretary of State for Scotland if he will publish a table in the Official Report showing the amount of the support grant per head of population in each local authority area in Scotland in 1979–80 and 1986–87, together with a column showing the 1986–87 figures as a percentage of the 1979–80 figures at 1979–80 prices.
§ Mr. AncramThe figures show for each local authority the rate support grant per head of population paid in 1979–80, the rate support grant per head paid in 1986–87 and the percentage difference between the 1979–80 and 1986–87 figures at 1979–80 prices. The GDP deflator is used to convert the figures for 1986–87 from cash to 1979–80 prices. The grant figures used for 1986–87 are based on the Rate Support Grant (Scotland) (No. 4) Order 1985. No adjustment has been made for grant penalties since they will be restored if authorities bring their expenditure down to guideline on outturn.
