asked the Secretary of State for the Environment if he will list in the Official Report those local authorities in England which have over 15 per cent. of their total local authority housing indicated in form HIP 1 as being difficult to let; and if he will give the percentage in each case.

The numbers of difficult to let dwellings reported by authorities and the percentages of their stock were listed in the answer given by my hon. Friend the Minister for Housing, Urban Affairs and Construction to the hon. Member for Birmingham, Perry Barr (Mr. Rooker) on 18 November 1986, at column102.

That list shows that 21 English authorities reported in their 1986 returns that over 15 per cent. of their stock was difficult to let. Figures for difficult to let dwellings were not reported in 1986 by Manchester, which reported about 25 per cent. in its 1984 return and by Southwark, which reported about 23 per cent. in its 1985 return.
