asked the Secretary of State for the Environment what percentage increase in fabric heat loss would be permitted by the disapplication to industrial and storage buildings of the provisions for the conservation of fuel and power in the Building Regulations (England and Wales), assuming the same levels of heating are maintained as are currently experienced, and assuming a single skin construction.

A single skin sheet steel can have an insulation value (µ value) of 6.5 compared with the present requirement of 0.7 for industrial and storage buildings where the space heating system has output of over 25 watts per square metre. A single skin lightweight block wall might have a µ value of 0.5. In practice it would be for those commissioning such buildings to decide on the appropriate construction and level of insulation they required.
