asked the Secretary of State for Scotland if he has any plans to assist local authorities to provide accommodation for homeless and poorly housed single people below pensionable age.

The Scottish Development Department has issued guidance to local authorities, in part 7 of the Scottish Housing Handbook, on design standards for hostels and other forms of housing for single people; and the 12.5 per cent. increase which we have authorised in capital investment on the housing revenue account block for 1987–88 will enable authorities which have this as a problem to do more for single people. I hope that local authorities will also look to the contribution which other providers in their areas, such as housing associations, can make to meeting the needs of single people.
