§ Mr. Waddington[pursuant to his reply, 12 January 1987, c. 70–71]: Such small additional expenditure as has been incurred has been offset by savings and contained within existing cost limits. But for the extension of visa arrangements. the Department would have incurred unavoidable increased staffing and other running costs. These are difficult to estimate but could have been of the order of £2.5 million in a full year. In the unlikely event that sufficient accommodation could have been made available for use by the immigration service, substantial further staffing and other expenditure would have been needed to provide the level of service that is now available at the ports as a result of the extension of the visa system.
