asked the Secretary of State for the Environment what estimate he has made of the likely level of local authority rate increases in 1987–88.

asked the Secretary of State for the Environment what average level of rate increases his Department is expecting for the year 1987–88.

Mr. Chope

We estimate that if authorities spend at the settlement spending assumption, the average percentage increase in rates in 1987–88 will be 1.2 per cent. Some authorities will have higher increases, while some will be able to reduce their rates. For most authorities, the settlement spending assumption allows for an increase in current expenditure of 5¼ per cent., which is well above inflation. This does not take account of the teachers' pay settlement.
