asked the Secretary of State for the Environment what recent representations he has received on the provisions of the Local Government Act 1985 dealing with expenditure for party political purposes.

My right hon. Friend has received numerous representations about one-sided publicity on matters of political controversy issued by local authorities at the expense of ratepayers and taxpayers, and in favour of the Government's stated intention of reinforcing the ban on party political publicity in section 2 of the 1986 Act.
