§ Mr. LeeSince 1979 the numbers of young people in training on YTS are as follows:

For The Financial Year Number 1979–80 90,700 1980–81 82,600 1981–82 71,200 1982–83 72,600 1983–84 80,100 1984–85 87,700 The vast majority of these people were unemployed but it cannot be assumed that if they were not an a TOPS course they would otherwise have claimed unemployment benefit. During the 1985–86 financial year there were 210,900 adult training starts, approximately 67,700 of this total were unemployed.
The forecast starts for adult training in 1986–87 were 327,900 with approximately 153,900 unemployed.
