Mr. Dobson

asked the Secretary of State for Social Services if he will list the original endowments making up the funds administered by the special trustees for the University College hospital.

Mrs. Currie

Information of this sort is not held centrally. The nature and terms of the original endowments are confidential, and it is for the special trustees to decide whether they may be disclosed. The hon. Member may therefore wish to approach them himself.

Mr. Dobson

asked the Secretary of State for Social Services when he last checked that the special trustees for the University College hospital were disbursing funds in accordance with their trust instrument and the National Health Service Acts 1973 and 1977.

The accounts of special trustees are examined each year by auditors appointed by my right hon. Friend under the provisions of the National Health Service Act 1977.

asked the Secretary of State for Social Services (1) if he will list the special trustees for the University College hospital appointed by him under the National Health Service Act 1977 giving their occupations and qualifications together with the dates and periods of their appointments;

(2) if he will place in the Library a copy of the trust instrument of the special trustees for the University College hospital.

asked the Secretary of State for Social Services what is the total value of funds currently held by the special trustees of the University College hospital.

The annual accounts of the special trustees for 1985–86, the latest year available, show the total value of funds held on 31 March 1986 as £5,382,558.

asked the Secretary of State for Social Services what criteria must be applied by the special trustees for the University College hospital in disbursing funds.

The powers of special trustees are prescribed in sections 90 to 96 of the National Health Service Act 1977, as amended by the Health Services Act 1980, but the detailed execution of their duties is governed by the statutes and common laws relating to trustees in general and charitable trustees in particular. These include the Trustee Act 1925, the Charities Act 1960, the Trustee Investments Act 1961, and associated case law.
