§ Mr. NewtonThe resource allocation working party formula is used to determine regions' resource targets. The allocation of resources to districts is a matter for regions, which follow the same principles as the national formula, but take account of local needs and circumstances in determining district resource targets. Allocations year by year need to be sensitive to local service plans and allow for a manageable pace of change.
