To ask the Secretary of State for Social Services if he will list, for each of the last five financial years, the percentage relationship between the actual level of funding received for both capital and revenue expenditure by the Blackpool, Fylde and Wyre district health authority and the level of funding indicated by the national resource allocation working party formula.

The resource allocation working party formula is used to determine regions' resource targets. The allocation of resources to districts is a matter for regions, which follow the same principles as the national formula, but take account of local needs and circumstances in determining district resource targets. Allocations year by year need to be sensitive to local service plans and allow for a manageable pace of change.
