Friend the Member for Aylesbury (Mr. Raison), the Chairman of the Committee, enclosing a memorandum, which I am publishing today, welcoming the importance which the Committee attaches to primary education and setting out my formal response to its report. Copies of the memorandum have been placed in the Library.
