To ask the Secretary of State for Foreign and Commonwealth Affairs what is his policy towards the humanitarian conference, as suggested by the Soviet Union.

I refer the hon. Member to the answer that I gave to my hon. Friend the Member for Bournemouth East (Mr. Atkinson) on 18 November. The Soviet proposal is merely one of a large number of proposals under discussion at the Vienna CSCE follow-up meeting. Our approach to it is governed by the need for major improvements in Soviet implementation of Helsinki commitments.
