Further progress towards peace, stability and reconciliation in Northern Ireland will, in part, depend on the willingness of constitutional politicians to engage, irrespective of their attitudes to the agreement in renewed dialogue about the future government of the Province, Sir Charles Carter's pamphlet makes a constructive contribution to such debate.
