§ Mr. MoynihanAll water authorities have some sewage treatment works which failed their discharge consent conditions at some time in 1986, according to reports submitted to the Department earlier this year. A major programme of investment to upgrade and renew old treatment works is under way. However, the detailed reasons for non compliance are being investigated by Her Majesty's inspectorate of pollution and when it has completed its investigations, we shall want to discuss with the water industry what further measures are necessary to achieve early compliance.
