§ Mr. Michael ForsythNegotiations at meetings of the European Councils are conducted between member states. The United Kingdom is represented at Agriculture Council meetings by the Minister of Agriculture, Fisheries and Food. At Fisheries Council meetings the United Kingdom is represented by the Minister of State for Agriculture, Fisheries and Food and the Scottish Office Minister with responsibility for fisheries.
