asked Her Majesty's Government:

Whether they will publish up-to-date figures indicating, in numerical order, the number of unpaid parking fines incurred by each diplomatic mission in the last quarter for which figures are available; and whether they will publish, in alphabetical order by country, a comparison of the number of unpaid parking fines incurred by each diplomatic mission in the last two years.

The information requested by the noble Baroness is given in the attached tables. The tables also include those international organisations which have incurred unpaid fines. The figures may be reduced by late payments.

The annual total for 1986 (23,237) is only 21 per cent. of the total for 1984 (108,932). We welcome this very significant reduction, and expect it to continue in the future. We shall continue to take firm action against the worst offenders, and will also be writing to those few missions which showed a significant increase in the number of unpaid fines in 1986 over 1985.
