asked the Secretary of State for the Home Department if he will make a statement on the progress of the fresh start proposals in the prison department.

Discussions with the prison service trade unions about the revised offer published on 9 March have been concluded and the unions principally concerned are now in the process of balloting their members. We hope that all involved will seize the opportunity given by the package on offer to provide a fresh start for the prison service.
