§ Lord TrefgarneA force goal represents a target, developed by the international military staff in consultation with nations, at which a NATO member country is invited to aim in national defence planning. All Alliance force planning is conducted by the Defence Planning Committee, which is therefore the competent body for the adoption of NATO force goals.
