asked Her Majesty's Government:

What is the status in NATO procedures of a "force goal", and what commitment is entered into by a government approving a "force goal" in (a) the Defence Review Committee and (b) the North Atlantic Council.

A force goal represents a target, developed by the international military staff in consultation with nations, at which a NATO member country is invited to aim in national defence planning. All Alliance force planning is conducted by the Defence Planning Committee, which is therefore the competent body for the adoption of NATO force goals.
