§ Mr. RifkindWhere weight restrictions on public roads are of a permanent nature, the Forestry Commission plans its network of forest roads to avoid the restricted roads wherever possible. If the restrictions are temporary, the maximum use is made of forest roads where these can provide reasonable alternative access, but the commission's operational efficiency can be affected if these restrictions are for long periods.
