asked the Secretary of State for Scotland if he will make it his policy to preserve current, and encourage future, new public access to Forestry Commission land and privatised forest sites.

Mr. Rifkind

Subject to any legal or safety constraints, the commission's forests are open to the public on foot.

It is not the commission's practice to impose public access conditions on the sale of land, other than those which are already in the title; there is no evidence, however, to suggest that the majority of purchasers act unreasonably with regard to public access.
