What are their proposals for the rate support grant settlement for 1987–88.

The Parliamentary Under-Secretary of State, Department of the Environment (Lord Skelmersdale)

My right honourable friend the Secretary of State for the Environment published a consultative paper on 3rd October. This paper set out his detailed proposals for the remaining elements of the RSG 1987/88 Settlement. Authorities have been asked to comment on the proposals by 24th October, so that the Secretary of State can make the settlement report in mid-November, one month earlier than in previous years. A copy of the paper has been placed in the Libraries of both this House and the House of Commons.
