§ Lord Jenkins of Putneyasked Her Majesty's Government:
Whether they have protested to the United States Government about the killing and maiming of Libyan women and children during their recent action against Libya, and whether they will support payment of compensation.
§ The Minister of State, Foreign and Commonwealth Office (Baroness Young)No. It is a matter of sorrow that there should have been civilian casualties. But these resulted from action taken in self defence against terrorist activity which sets out deliberately and ruthlessly to maim and kill innocent people. The noble Lord's proposal would not therefore be appropriate.
