Mr. Peter Bruinvels

asked the Secretary of State for the Environment (1) if he will now introduce legislation to repeal sections in the Local Government Act 1986, concerning political propaganda on the rates;

(2) if he will seek to redefine "prohibited material" in the Local Government Act 1986 to include partisan as well as party political propaganda on the rates.

I refer to the answer I gave to my hon. Friend the Member for Ealing, North (Mr. Greenway) on Tuesday 25 November 1986. My right hon. Friend will consider all the options for restoring the effects of the words deleted by their Lordships.
