asked the Secretary of State for Scotland for what reason he has not provided additional resources to enable education authorities in practice to waive, in whole or in part, the parental contribution element of a bursary calculation, as provided for under the Education Authority Bursaries (Scotland) Regulations 1986.

In response to representations from the education authorities, the regulations were amended to give the authorities discretion to waive in part the parental contribution element of a bursary calculation. The allowance of £23.8 million in the 1986–87 rate support grant settlement for expenditure on further education bursaries is sufficient to enable the authorities to exercise discretion in their determination of parental contributions.
