HC Deb 24 November 1986 vol 106 c55W
Mr. Dobson

asked the Paymaster General what criteria are used by the Health and Safety Commission to determine (a) the significance of exposure of workers to asbestos and (b) the appropriateness of their protection.

Mr. Trippier

The medical evidence on health effects of asbestos determines both the significance of exposure of workers and the precautions required. In particular, employers must ensure that the exposure of their employees is reduced to the lowest level reasonably practicable, and in any case never above stringent control limits.
