§ 43. Mr. Kirkwoodasked the Secretary of State for the Home Department whether he will consider introducing legislation to extend the electoral franchise to include non-United Kingdom citizens who pay domestic rates.
§ Mr. Douglas HoggThe franchise is presently enjoyed by British citizens, citizens of other Commonwealth countries and Irish citizens. We have no plans to extend it to citizens of other countries who pay domestic rates.
