asked the Secretary of State for Social Services if he will ensure that no performance bonus payments are made to National Health Service general managers for reducing services in the area for which they are responsible; and if he will make a statement.

Performance-related pay, when awarded, will follow an assessment of a general manager's performance at the end of a set period against a range of objectives which will have been set at the beginning of that period. The objectives should cover the key areas in which the general manager is expected to achieve results and will reflect the operational plan approved by the health authority in the light of its strategic programme and of the resources which it expects to have at its disposal
