HC Deb 06 November 1986 vol 103 cc534-5W
Mr. Corbyn

asked the Secretary of State for the Home Department what discussions the Metropolitan police have had with the National Front concerning its participation in Remembrance Sunday.

Mr. Douglas Hogg

The National Front will take no part in the national service of remembrance on 9 November. However, I understand from the commissioner that notification has been received from the National Front of its intention, as in the previous 18 years, to hold a procession to the cenotaph later that afternoon. Metropolitan police officers have discussed the proposed arrangements with the procession organisers on two occasions.

Mr. Corbyn

asked the Secretary of State for the Home Department what criteria are used by the Metropolitan police in deciding the order of marching to the Cenotaph on Remembrance Sunday.

Mr. Douglas Hogg

Where two organisations wish to hold a public procession at the same place at the same time, and alternative arrangements cannot be agreed in discussion, the commissioner takes into account the risk of confusion and disorder, and whether the procession has been held in previous years. Under section 3 of the Public Order Act 1936 the commissioner has power to issue directions to those organising or participating in a procession if he has reasonable grounds for apprehending that it may occasion serious public disorder.
