Mr. Heddle

asked the Secretary of State for the Environment what steps he proposes to take to ensure that the covenant of the former Greater London council remains marketable and enforceable on the expiry of the function of the London residuary body in the context of fully repairing and insuring leases and rent guarantees.

Mr. Chope

The London residuary body is required to make proposals to the Secretary of State by 1 April 1990, in accordance with section 67 of the Local Government Act 1985, as to the completion of its work and as to the transfer or disposal of its remaining functions, property, rights and liabilities.
