Dr. Cunningham

asked the Secretary of State for the Environment if he will publish the percentage change in grant-related expenditure for each local authority between 1986–87 and 1987–88, ranked from biggest increase to biggest decrease.

asked the Secretary of State for the Environment if he will publish the national grant-related expenditure assessments of London Regional Transport in 1985–86, 1986–87 and 1987–88, consistent with the grant-related poundage reduction for spending at grant-related expenditure shown for each year; and if he will list the reasons for the changes between the years.

The notional grant-related expenditure assessments (GREs) for London Regional Transport (LRT) in 1985–86, 1986–87 and 1987–88 are as follows:

The increase in the notional GRE from 1985–86 to 1986–87 was due mainly to the introduction in 1986–87 of a new element relating to London Underground services, following a change made to the notional GRE formula to take account of rail services other than British Rail services supported under section 20 of the Transport Act 1968.

The fall in GRE in 1987–88 reflects the proposed change in the method of calculating the cost of financing LRT capital to bring it into line with the way that local authority capital expenditure is treated in GREs generally.

asked the Secretary of State for the Environment (1) if he will publish (a) the total current expenditure and (b) total capital expenditure of each residuary body in 1986–87;

(2) if he will publish the relevant, total, current and grant-related expenditure of local authorities in total at plan, budget and at all later stages in each year from 1981–82 to 1987–88, estimated.
