asked the Paymaster General how progress towards achieving employment creation objectives of the Wages Act 1986 is to be monitored by his Department.

We will not be establishing any specific monitoring arrangements. In my opinion the orders of the unreformed wages councils were becoming so damaging to new job creation that the 1986 Act can only increase employment beyond what it would otherwise have been.
