Available resources are concentrated on those schemes which promise the greatest benefits taking into account strategic, economic, environmental, engineering and safety factors. The timing of trunk road schemes may also, of course, be dependent on other considerations such as the acquisition of land or the need to tie in works with associated local authority road schemes.
