asked the Secretary of State for Foreign and Commonwealth Affairs what discussions he has had as to the potential future use for aid purposes of surplus foods now in storage in the United Kingdom.

The Government are working for agreement on a substantial reform of the European Community food aid programme; if possible at the Development Council on 11 November. Reforms of the common agricultural policy are under active discussion in the Agriculture Council. We have been prominent in ensuring that the worldwide problem of surplus production is discussed in the new GATT round.
