§ Mr. Strangasked the Secretary of State for Scotland if he will report on the current position regarding the drawing up by waste disposal authorities of draft waste disposal plans; if he will outline which district councils have yet to finalise their arrangements; and what steps he intends to take to ensure that this is accomplished without delay.
§ Mr. AncramSection 2 of the Control of Pollution Act 1974, which come into effect on 1 September 1978, requires waste disposal authorities (district and islands area councils) to prepare waste disposal plans for their areas, and to send copies to the Secretary of State. No timetable is specified in the legislation, but, with the support of the Convention of Scottish Local Authorities, the waste disposal authorities were encouraged to complete their plans by 31 December 1985. To date 35 plans have been received and 13 have been submitted in draft form.
Plans are awaited from the following eight authorities:
- Banff and Buchan
- Dundee
- Dunfermline
- East Lothian
- Midlothian
- Renfrew
- West Lothian
- Western Isles
These authorities are being asked to submit their remaining plans as soon as possible.
