§ Mr. HayhoeThe detail of cash allocations to district health authorities is a matter for regional health authorities. The Department monitors the effect of cash allocations on districts' distance from their resource allocation targets, through regions' annual short term programmes, and receives information on expenditure through districts' annual accounts. Monitoring of cash allocations by the Department in addition would be unnecessary and wasteful.
