§ The Prime MinisterThe initiative is concerned with providing a better preparation for adult and working life. The Manpower Services Commission, which administer, the initiative on behalf of the Secretary of State for Employment, is in touch with the employers' needs and has the necessary powers to fund appropriate curriculum development within individual education authorities.
