HC Deb 27 March 1986 vol 94 c561W
Mr. Baldry

asked the Prime Minister which areas of education and training are the responsibility of the Secretary of State for Education and Science and which are the responsibility of the Secretary of State for Employment.

The Prime Minister

The responsibilities of the two Secretaries of State are not divided on the basis of specific areas of education and training.

The Secretary of State for Education and Science is responsible for securing the effective implementation of national policies for education in partnership with local education authorities in England and with the universities in Great Britain.

The overall responsibility of the Secretary of State for Employment is to contribute towards maximising productive, fair and safe employment in Great Britain. In doing so, he is concerned with education and training programmes relevant to working life.

Within the broad scope of these objectives, both Secretaries of State direct and undertake specific programmes in accordance with the needs and priorities identified by the Government. Some programmes are undertaken by the Manpower Services Commission under the joint supervision of Education and Employment Ministers.
