asked the Secretary of State for Scotland if he will make it his policy that funds allocated to Strathclyde for capital expenditure on transport in respect of railways should be spent with railway workshops in Scotland.

Mr. Ancram

While I require Strathclyde regional council to contain its capital expenditure on roads and transport within its approved allocation, detailed decisions on priorities and on its placing of contracts are for the council itself to take. As regards decisions on contracts, the council will no doubt have in mind the need to obtain lowest prices and best value for money.
