Mr. Maxton

asked the Secretary of State for Scotland if he will provide the housing revenue account capital allocation for each local authority in Scotland for the years 1974–75 to 1985–86 inclusive, all figures at 1985–86 outturn prices.

Mr. Maxton

asked the Secretary of State for Scotland (1) if he will provide the housing revenue account capital allocation and non-housing revenue account capital allocation for Scotland for the years 1974–75 to 1985–86 inclusive, at 1985–86 outturn prices;

(2) if he will provide the capital allocation for the Scottish Special Housing Association for the years 1974–75 to 1985–86 inclusive, all figures at 1985–86 outturn prices;

(3) if he will provide the capital allocation to the Housing Corporation in Scotland for the years 1974–75 to 1985–86 inclusive, all figures at 1985–86 outturn prices.

Notes:

1. All figures are expressed in constant prices by applying the GDP deflator (base year 1985–86).

2. Local authorities did not receive annual block capital allocations for the Housing Revenue Account and the non-Housing Revenue Account until 1978–79. Similarly the Scottish Special Housing Association did not receive an annual allocation until 1979–80.

3. The figures given may not correspond exactly to the public expenditure outturn for each year under these various headings because there may have been overspending or underspending of allocations.

4. Capital allocations to local authorities have, since 1982–83, been made on a net basis: the Secretary of State provides a net allocation in addition to which local authorities can spend the actual net capital receipts realised in the year in question. However, the figures for 1982–83 and subsequent years are given on a gross basis, that is, inclusive of actual net capital receipts or, for 1985–86, estimates of actual receipts. The split between the Housing Revenue Account and non Housing Revenue Account might also change in 1985–86 because local authorities have a measure of flexibility between the two blocks. The Housing Revenue Account and non-Housing Revenue Account figures for 1985–86 (marked *) are estimates for both these reasons.
