§ Mr. WhitneyAs I said in my reply of 28 January at col.487, improved arrangements for registering and inspecting residential care and nursing homes came into force as recently as 1 January 1985. It is far too soon to assess what, if any, changes are needed. When the Department's social services inspectorate has completed its two-year study of the effects of the new arrangements, we shall be better able to judge the position.
