asked the Secretary of State for the Environment what grounds he took into account when reaching his decision to allow an application by Manchester Ship Canal Company to tip waste on land at Moore, Warrington, to be decided by Cheshire county council; what consideration was given to any potential conflict of interest in respect of Cheshire county council; what weight was given to the views of Warrington borough council; and if he will make a statement.

My right hon. Friend took full account of all the grounds raised in representations made to him, including those of Warrington borough council, which encompassed the argument that there was a potential conflict of interest in respect of Cheshire county council.
