Whether discussions are currently going forward between the United States and the West European navies on the desirability of the latter adopting the new United States "maritime strategy" as enunciated by Admiral James D. Watkins.

Discussions on many aspects of naval strategy, among other matters, are held from time to time between the Royal Navy and the United States Navy. Details of such discussions are, of course, confidential. I cannot comment upon any discussions which may have been held between the United States Navy and other West European navies.
