asked the Secretary of State for Social Services why in the light of his policy on retention by district health authorities of benefits of cost improvement programmes, the Brent district health authority is not being permitted by the North-West Thames regional health authority to retain the full proceeds of its programme.

Our policy on the local retention of cost improvement programmes was set out in my reply to the right hon. Member for Brent, East (Mr. Freeson) on 3 March, at column61. The application of this policy in the case of Brent district health authority is a matter for the North-West Thames regional health authority and that district.
