1. Source of cash figures 1981 to 1984: Official Journal of the European Communities "Court of Auditors Annual Report on the 1984 financial year" (C326) and Statement on the Community budgets for the years 1984 and 1985 (Cmnds. 9174 and 9633)

2. Source of cash figures 1985 and 1986: General budgets of the European Communities for the financial years 1985 and 1986.

3. Real terms figures were derived using information on GDP deflators at market prices (source the Commission of European Communities publication "European Economy", Number 22). Cash figures deflated by GDP at constant 1981 prices.

4. All data in the tables concerns payment appropriations.

Mr. Brooke

[pursuant to his reply, 14 March 1986, c. 607–8]: The table sets out the principal figures, subject to the following limitations. The European Commission has not yet made available details of total expenditure in 1985, so that the figures in the table are taken from the 1985 adopted budget. In addition, the Commission has not yet made firm proposals for changes in 1986 expenditure, and it is therefore impossible at this stage to provide an estimate of outturn for 1986 which may differ from planned expenditure in the 1986 adopted budget. The figures for 1986 are not strictly comparable with those for earlier years since they relate to an expanded Community of 12 member states. Because of this difference in the basis of the figures, a comparison between 1986 and the earlier years cannot be provided in real terms.
