Mr. Teddy Taylor

asked the Chancellor of the Exchequer why the Budget for 1986 which was approved by the Council of Ministers was prepared using an assumption of an exchange rate of one dollar=1.20 European currency units; who was responsible for making the assumption; if the assumption was discussed at the meeting of the Council; and what view Her Majesty's Government took of this assumption.

[pursuant to his reply, 17 March 1986]: The 1986 budget was drawn up by the Commission on the basis of assumptions about various factors affecting expenditure, including exchange rates. These were considered in the usual way by the Budget Council and taken into account in decisions on levels of expenditure.
