asked the Secretary of State for Scotland (1) how many persons in each region were charged in 1983 and 1984 as a consequence of failure to pay parking fines within the prescribed period;

(2) how many persons in Scotland in each region paid parking fines in 1983 and 1984.

Almost all parking offences are dealt with by the issue of fixed penalty notices under the relevant statutory provisions. Figures on penalties paid and cases referred for prosecution are available only for these fixed penalty notices as a whole, not specifically for the 80 per cent of the notices which are issued for parking offences. The available information, which is by police force area, is as follows:
