Mr. Deakins

asked the Chancellor of the Exchequer under which provisions of the European Community treaties Her Majesty's Government have made loans to the Community.

Mr. Brooke

Her Majesty's Government have not made any loans to the European Community under the provisions of a European Community treaty. A reimbursable advance of own resources was made in 1985 under the provisions of the 1984 intergovernmental agreement.

Mr. Deakins

asked the Chancellor of the Exchequer on what grounds Her Majesty's Government regard reimbursable advances to the European Economic Community by member states as revenue items.

Article 4 of the 1970 own resources decision provides that the Community budget shall be financed "from 'own resources' irrespective of 'other revenue'". The Government, in common with the Governments of the other member states, regard the reimbursable advances paid to the Community under the 1984 IGA as 'other revenue'.
