asked the Secretary of State for the Home Department whether there are any plans to introduce a system of grants to assist occupiers in areas of high crime to improve the security of their premises.

There are a number of local schemes run, for example, by local authorities or crime prevention panels, for supplying security devices free or at very low cost to those most in need, particularly the elderly. Central Government funds provided through the urban programme and the community programme may also be used in schemes to help make homes more secure. These seem the best ways of directing resources where the need is exceptional. It would be wrong to suggest that the state should take over from householders responsibility for looking after their homes.
