This measure has replaced the previously used age participation rate (APR) based solely upon 18 year olds. ¶ The Qualified Participation Index (QPI) is defined as the number of young home initial entrants whether qualified or not expressed as a percentage of the numbers of qualified school and FE leavers (this measure was known formerly as the qualified participation rate).
