§ Sir Keith JosephMy discussions with local authority employers and teacher unions have often covered the question of a bargain which would bring a lasting end to disruption, but a no-disruption agreement has not been specifically discussed. I am aware, of course, that the Professional Association of Teachers has a general policy of not engaging in disruption.
